Published:  23 July, 2008

UK: Home secretary Jacqui Smith under fire for blaming "dodgy off-licences" for the rise in under-age drinking.

Lowman said the Government is:

Being less advanced than it should be in developing measures to deter young people from wanting to obtain alcohol illegally;

failing to prosecute adults that buy alcohol for under-age consumers;

failing to crack down on the multi-million pound black market in alcohol;

failing to adequately regulate the alcohol market.
