Smith also used the speech to unveil plans for a half-term crackdown on youngsters drinking in the streets.

Police will be given powers to target 100 trouble spot areas across the UK and to confiscate alcoholic drinks.

Parents who continue to allow their children to drink will be forced to sign 'parent contracts'. Failure to curb their child's behaviour could lead to a fine of up to 1000.

Other plans include a multi-million pound campaign later this year to highlight the dangers of excessive drinking to the young, middle-aged and the older generation.
